Based on the application demands and strategic framework for intelligent technology in such bidding management, the paper analyzes the key application points across four critical stages: tender preparation, bid preparation, bid opening and evaluation, and award decision and archiving. Practical implementation demonstrates that intelligent technology yields significant results in this context.
