In response to gaps in identifying eligible recipients, mismatches between assistance and actual needs, uneven distribution of service resources, and insufficient policy coordination, this study focuses on rural Dalian and develops a three-dimensional identification framework based on economic hardship, degree of disability, and care needs. It proposes a three-tier assistance system comprising basic protection, targeted support, and inclusive services, and explores implementation pathways in four areas: recipient identification, service provision, policy coordination, and digital oversight. It also proposes a three-level service network spanning county, township,&amp;nbsp;and village levels, together with a coordination mechanism involving government, service providers, village and community organizations, and families.
<keywords>Common prosperity, Rural older adults with disabilities, Targeted support</keywords></article-meta></front><body/><back><ref-list><ref id="B1" content-type="article"><label>1</label><element-citation publication-type="journal"><p>[1] The Central Committee of the Communist Party of China, the State Council, 2025, Opinions on Deepening the Reform and Development of Elderly Care Services, viewed&amp;nbsp;July 10, 2026, https://www.mee.gov.cn/zcwj/zyygwj/202501/t20250108_1100234.shtml
