We develop a 3-mechanism framework based on international project governance theory and energy storage studies and test it in an extreme singlecase study of a 200 MW/800 MWh North American project. The proposed framework enabled structured responses to tariff shocks, pre-shipment defects, and schedule variances: delivery control detected early misses, the quality gate prevented defects from arriving, and the escalation mechanism facilitated timely planning under policy disruption.
