At the local level, when citizens take part firsthand, it can significantly bolster the credibility, scholarly soundness, and successful execution of policies. Yet, while there’s a surge in the push for collective governance, grassroots efforts are fraught with substantial hurdles. This research meticulously examines the present state and rationale behind citizen involvement in local governance. It pinpoints four main conundrums that thwart meaningful engagement: institutional shortcomings in procedural offerings and feedback systems; subjective obstacles marked by uneven skill levels and the potential for influential groups to dominate; structural issues that show up as red tape and a lack of citizen-driven engagement; and environmental obstacles such as the digital divide and a lack of a strong culture of participation. To tackle these challenges, the paper suggests a holistic strategy for improvement. This strategy encompasses refining legal frameworks to establish a structured support system, strengthening citizens’ abilities, creating innovative mechanisms to broaden varied forums for discussion, and fine-tuning the governance landscape to foster a positive relationship between government and citizens. In conclusion, the paper contends that shifting from mere participation to meaningful engagement necessitates systemic changes grounded in the realities of local communities.Citizen participation, Public policy-making, Grassroots governance, Governance dilemmas, Optimization strategies, Deliberative democracy
