As an important economic development area, the construction of the think tank in Field Y in Area X is of great significance for promoting the scientific and democratic decision-making process. However, during its development, the construction of the think tank in Field Y still faces numerous challenges, such as imperfect institutional construction, insufficient utilization of experts’ roles, and low conversion rates of practical research into results. Therefore, exploring the paths and strategies for the construction of the think tank in Field Y is of great importance for enhancing the service quality of the think tank and promoting regional development.
