As key subjects with dual identities of CYL cadres and ideological and political educators, university counselors who are also league cadres play a critical role in discipline enforcement of the CYL at universities. Against the background of the requirements of comprehensive and strict governance of the CYL, this paper objectively defines the core role connotation of these counselors in discipline enforcement education, deeply analyzes the practical dilemmas they face in carrying out discipline enforcement education, and puts forward targeted countermeasures.
