This demand places greater responsibility on colleges and universities in Xinjiang. This paper examines the current status of students’ proficiency in English or Russian through questionnaires and explores suggestions for improving their language skills based on interviews. Countermeasures and recommendations are proposed to enhance students’ language proficiency in Xinjiang’s higher education institutions, supporting the development of the Silk Road Economic Belt’s core area and the Xinjiang Pilot Free Trade Zone, thereby contributing to Xinjiang’s high-level opening up and high-quality development.
