Effective risk management during the decision-making stage can greatly enhance project management efficiency. This paper integrates the AHP-entropy value method and constructs a risk management model based on the DPSIR framework for construction projects. The model is applied to evaluate and analyze the risk level of the decision-making stage in a navigation and electricity hub project in Chongqing Municipality.
