Combining the practices of manufacturing and service industries in Hebei Province, through literature research, case analysis, and field investigations, it systematically analyzes the technical principles of big data-empowered supply chain finance and the logical reconstruction of subject roles. A service quality control system of “common indicators + industry-specific indicators” and a full-process solution of “data collection and governance-risk quantification and early warning-collaborative service optimization” are constructed. Empirical results show that the system achieved a risk early warning accuracy rate of 89.2% for financial institutions, and the financing success rate of manufacturing SMEs in Hebei Province increased by 37% compared with the traditional model, effectively alleviating the financing dilemma. The industry-adapted model and cross-regional data sharing plan formed by the research provide a replicable “Hebei Experience” for the high-quality development of supply chain finance.
<keywords/></article-meta></front><body/><back><ref-list><ref id="B1" content-type="article"><label>1</label><element-citation publication-type="journal"><p>Hebei News Network, 2024, 65 First Loan and Renewal Loan Service Centers in Hebei Province Serve the Real Economy, https://m.hebnews.cn/hebei/2024-10-28/content_9254035.html</p><pub-id pub-id-type="doi"/></element-citation></ref><ref id="B2" content-type="article"><label>2</label><element-citation publication-type="journal"><p>Hebei Daily Client, 2025, Huanghua Financial Supervision Bureau: Promoting the Implementation of the SME Financing Coordination Mechanism, https://hbxw.hebnews.cn/news/502887.html</p><pub-id pub-id-type="doi"/></element-citation></ref><ref id="B3" content-type="article"><label>3</label><element-citation publication-type="journal"><p>Sohu, 2025 Risk Middle Platform: The Intelligent Leap of Bank Risk Control Systems, https://m.sohu.com/a/944073366_122014422/</p><pub-id pub-id-type="doi"/></element-citation></ref><ref id="B4" content-type="article"><label>4</label><element-citation publication-type="journal"><p>Hebei Daily Client, 2025, Financial Resources Gather to Boost Cluster Development: How to Break the Deadlock in Financing of County-Level Characteristic Industrial Clusters, https://hbxw.hebnews.cn/news/513131.html</p><pub-id pub-id-type="doi"/></element-citation></ref><ref id="B5" content-type="article"><label>5</label><element-citation publication-type="journal"><p>People’s Network Hebei Channel, 2025, SMEs Obtain Over 270 Billion Yuan in Bank Credit, http://he.people.com.cn/BIG5/n2/2025/0130/c192235-41123842.html</p><pub-id pub-id-type="doi"/></element-citation></ref><ref id="B6" content-type="article"><label>6</label><element-citation publication-type="journal"><p>Hexun, 2023, Inventory of Digital Risk Control of 20 Banks: “Intelligence” and “Anti-Fraud” Become Core Keywords, https://bank.hexun.com/2023-06-08/208878144.html</p><pub-id pub-id-type="doi"/></element-citation></ref><ref id="B7" content-type="article"><label>7</label><element-citation publication-type="journal"><p>Hebei Economic Daily, 2025, Financial Services “Sink” and Characteristic Industries “Rise”, http://www.shturl.cc/85e7e9dbdb5e335576d8d7f3b2b26c58</p><pub-id pub-id-type="doi"/></element-citation></ref><ref id="B8" content-type="article"><label>8</label><element-citation publication-type="journal"><p>Hebei Economic Daily, 2024, Financial “Living Water” Moistens Yan Zhao, http://epaper.hbjjrb.com/Pad/jjrb/202410/25/con160491.html</p><pub-id pub-id-type="doi"/></element-citation></ref><ref id="B9" content-type="article"><label>9</label><element-citation publication-type="journal"><p>China Enterprise Reform and Development Research Association, Tsinghua University PBC School of Finance Financial Security Research Center, 2025, China Enterprise Supply Chain Finance White Paper (2025).</p><pub-id pub-id-type="doi"/></element-citation></ref><ref id="B10" content-type="article"><label>10</label><element-citation publication-type="journal"><p>National Party Media Information Public Platform, 2025, Capital Flow Information Platform Helps SMEs Improve Financing Convenience, http://m.toutiao.com/group/7470008216664031770/?upstream_biz=doubao</p><pub-id pub-id-type="doi"/></element-citation></ref><ref id="B11" content-type="article"><label>11</label><element-citation publication-type="journal"><p>Zhang X, 2025, Quantitative Analysis of Credit Risks and Credit Decision-Making Research for Small and Medium-Sized Enterprises.
