Scientific, comprehensive, and objective performance evaluation of such projects is crucial for optimizing resource allocation and enhancing long-term sustainability. This study introduces the Environmental, Social, and Governance (ESG) framework to construct a multidimensional evaluation index system. The Entropy Method is employed to determine objective indicator weights, combined with the Technique for Order Preference by Similarity to Ideal Solution (TOPSIS), to evaluate several typical local town and rural PPP construction projects in Guangdong.
