Using organizational culture and values as the driving force, and based on the establishment model of employer brand, this paper proposes talent management and development policies and sorts out the existing organizational culture and values of the department. Besides, this paper also explains theoretical concepts and methodological paths that can be applied to an organization. Then, the methods of establishing the organizational culture and values of the department are explained by relating the experience of teachers and students to the experience of employees.
