This paper focuses on the policy texts of local governments in fostering the development of social organizations, and employs the grounded theory approach to analyze the pathways of local governments in exploring the high-quality development of social organizations by coding and analyzing 36 local policy documents with the NVivo12 software. The study constructed a five-dimensional progressive model of “Foundation—Capacity—Power—Collaborate—Value”, which starts from the Institutional Safeguard System, Organizational Development Foundation Capacity Building, Performance-Driven Incentives, Strategic Synergy Value Network, and Socialized Governance Participatory Mechanisms. Based on these elements, the study comprehensively explains the internal logic and policy path of the high-quality development of social organizations.
