The traditional top-down and hierarchical models of rural governance have gradually exposed multiple deficiencies. Against this background, the “policy agent”, as an emerging technological instrument, provides new perspectives and methods for agile governance in rural areas of Tianjin. The combination of policy agents and agile rural governance represents a more in-depth application of digital technologies in strengthening state governance at the grassroots level, significantly reshaping the pattern of traditional rural governance.
