This study examines the revitalization of Chikan Old Street in Zhanjiang, Guangdong, as a paradigmatic case study to explore the mechanisms of community participation in heritage conservation. Adopting a qualitative case study design, this research utilizes participatory observation and semi-structured interviews to investigate the barriers to effective community engagement. Through the theoretical lens of Empowerment Theory and the ERG (Existence, Relatedness, Growth) framework, the study reveals structural disconnects in the current top-down governance model, including policy discontinuity and social fragmentation. The findings underscore the paradox of popularity, where increased visibility leads to the dilution of local identity. This study proposes a professionalized social work intervention mechanism. By establishing a multi-stakeholder collaborative platform, social workers can bridge the gap between government objectives and resident needs, employing cultural mapping and micro-regeneration tactics to restore community agency.
<keywords/></article-meta></front><body/><back><ref-list><ref id="B1" content-type="article"><label>1</label><element-citation publication-type="journal"><p>Ministry of Housing and Urban-Rural Development (MOHURD), 2025, Opinions on Continuously Advancing Urban Renewal Actions. https://www.waizi.org.cn/file/267721.html</p><pub-id pub-id-type="doi"/></element-citation></ref><ref id="B2" content-type="article"><label>2</label><element-citation publication-type="journal"><p>Shenzhen Huaqin Urban Renewal Research Institute, 2019, Policy Observations on Urban Renewal. https://www.jianweidawanqu.com/Uploadpth/pdf/61a62d1d-2596-4ca2-8fc6-2af132875602.pdf</p><pub-id pub-id-type="doi"/></element-citation></ref><ref id="B3" content-type="article"><label>3</label><element-citation publication-type="journal"><p>Zhanjiang Statistics Bureau, 2023, Zhanjiang Statistical Yearbook 2023. https://www.zhanjiang.gov.cn/zjsfw/bmdh/tjxxw/zwgk/tjsjzl/tjnj/content/post_1840795.html</p><pub-id pub-id-type="doi"/></element-citation></ref><ref id="B4" content-type="article"><label>4</label><element-citation publication-type="journal"><p>Zhanjiang Municipal People’s Government, 2024, Management Measures for Urban Renewal (“Three Olds” Redevelopment). https://www.zhanjiang.gov.cn/attachment/0/246/246881/2024633.pdf</p><pub-id pub-id-type="doi"/></element-citation></ref><ref id="B5" content-type="article"><label>5</label><element-citation publication-type="journal"><p>Zhu Y, González Martínez P, 2022, Heritage, Values and Gentrification: The Redevelopment of Historic Areas in China.
