As a nationally renowned regional public brand, Wuchang Rice serves as a typical case of “strengthening agriculture through branding.” However, in practice, the benefits of the brand are often captured by intermediaries, leaving a large number of dispersed smallholder farmers with insufficient participation and limited gains. The issue of “marginalization of smallholder farmers” persists. Taking Wuchang Rice as a case study, this paper analyzes the mechanisms and challenges of empowering smallholder farmers through regional public brands of agricultural products. It identifies structural difficulties in the current empowerment process, including high participation thresholds, imbalanced benefit distribution, and unsustainable empowerment measures. Further, the paper proposes solutions such as optimizing access mechanisms, strengthening capacity building, innovating benefit linkage models, and improving governance structures. The aim is to ensure that smallholder farmers at the production end can obtain greater brand premiums, providing theoretical reference and practical guidance for the inclusive development of regional public brands.
<keywords/></article-meta></front><body/><back><ref-list><ref id="B1" content-type="article"><label>1</label><element-citation publication-type="journal"><p>Central Committee of the Communist Party of China, &amp; State Council, 2025, Opinions on Further Deepening Rural Reform and Steadily Advancing Comprehensive Rural Revitalization. https://www.gov.cn/gongbao/2025/issue_11906/202503/content_7011166.html</p><pub-id pub-id-type="doi"/></element-citation></ref><ref id="B2" content-type="article"><label>2</label><element-citation publication-type="journal"><p>Xi J, 2022, Hold High the Great Banner of Socialism with Chinese Characteristics and Strive in Unity to Build a Modern Socialist Country in all Respects — Report to the 20th National Congress of the Communist Party of China. http://jhsjk.people.cn/article/32551700</p><pub-id pub-id-type="doi"/></element-citation></ref><ref id="B3" content-type="article"><label>3</label><element-citation publication-type="journal"><p>Central Committee of the Communist Party of China, &amp; State Council, 2017, Several Opinions on Deeply Advancing Agricultural Supply-side Structural Reform and Accelerating the Cultivation of New Growth Engines for Agricultural and Rural Development. https://www.gov.cn/gongbao/content/2017/content_5171274.htm</p><pub-id pub-id-type="doi"/></element-citation></ref><ref id="B4" content-type="article"><label>4</label><element-citation publication-type="journal"><p>Central Committee of the Communist Party of China, &amp; State Council, 2019, Several Opinions on Adhering to the Priority Development of Agriculture and Rural Areas and Properly Addressing Work Concerning Agriculture, Rural Areas, and Farmers. https://www.gov.cn/gongbao/content/2019/content_5370837.htm</p><pub-id pub-id-type="doi"/></element-citation></ref><ref id="B5" content-type="article"><label>5</label><element-citation publication-type="journal"><p>General Office of the Communist Party of China Central Committee, &amp; General Office of the State Council, 2021, Opinions on Establishing and Improving the Mechanism for Realizing the Value of Ecological Products. https://www.gov.cn/gongbao/content/2021/content_5609079.htm</p><pub-id pub-id-type="doi"/></element-citation></ref><ref id="B6" content-type="article"><label>6</label><element-citation publication-type="journal"><p>Liu YZ, Fu Y, Zhu MD, et al., 2025, Research on the Construction Path of Regional Public Brands for Specialty Agricultural Products.
